内容摘要： “民族”和“民族主义”是民族政策和民族工作的基石。20世纪初以来，中国学者对“民族”和“民族主义”一直存在歧义。目前，主要有两种看法，一种认为“民族”和“民族主义”是政治概念，一种认为是文化概念。笔者认为“民族”和“民族主义”既要从政治上界定，又要从文化上界定。只有这样，才会全面理解“民族”和“民族主义”。

Abstract: ＂Nation＂ and ＂Nationalism＂ are the foundation of the national policy and national work. Since the early of 20th century, Chinese scholars have had ambiguity in ＂Nation＂ and ＂Nationalism＂. At present, there are two different viewpoints ：on one hand,they suppose ＂Nation＂ and ＂Nationalism＂ belong to the political concept; on the other hand,they belong to cultural concept. I think they＇ d be defined both in politics and in culture. Only in this way, ＂Nation＂ and ＂Nationalism＂ can be understood comprehensively.
