内容摘要： 本论文的整体框架设计主要围绕黔中经济区体制创新和机制创新的定位、内容、实现路径三个维度展开，即阐明创新的指导原则、总体目标，提出创新的主要内容，说明实现创新的具体操作路径，旨在解决推动黔中经济区发展的体制机制创新问题，为推进黔中经济区经济持续、快速、协调、健康发展提供理论依据和方法指导。

Abstract: The framework design of the present paper focuses mainly around three dimensions: positioning,content,and realization route,so that a new system and mechanism can be worked out for Central-Guizhou Economic Zone.In other words,it can throw light upon its guiding principles and general objectives,put forward the main content for innovation,and illustrate the specific operation route to achieve success in this project.It aims to solve the problems related to stimulating the development of Central-Guizhou Economic Zone,providing a theoretical basis,and guiding the development of economic zone constantly,rapidly and harmoniously.
