内容摘要： 在我国民族地区反贫困工作的前期推进过程中，遇到了经济发展与文化保护的两难问题，该问题的出现，与反贫困工作推进者所持的单一物质贫困理念密切相关。我国民族地区反贫困工作面对的是一种物质贫困与能力贫困并存的综合贫困，其中，能力贫困是问题的根源所在。基于此，我国民族地区反贫困工作的后续推进必须在树立综合性贫困理念的基础上，选择能解决能力贫困根源问题的教育反贫困战略，并基于经济、文化、教育作用机制实效推进。唯此，我国民族地区反贫困进程中的两难问题才会得到妥善解决、双赢目标才会实现。

Abstract: Dilemma of economic development and cultural conservation occurs in the process of anti -poverty practice in ethnic areas. The dilemma is closely related to the workers＇ material impoverished conception. As a matter of fact, what the workers are confronted with is integrated coexistence of material poverty and ability poverty, and the latter is the root of the problem. Therefore, the follow - up antipoverty work in the ethnic regions nationwide should be based on integrative poverty theory to study educational anti -poverty strategy. Moreover, an efficient mechanism should al- so be fostered economically, culturally and educationally. Only by adopting such a strategy can we appropriately solve the dilemma and achieve win -win goals.
