内容摘要： 地方性是边疆民族地方社会管理公共性之所依。在边疆多民族地区的社会管理中，政府的主导地位无论从观念上还是实践中都不容质疑，但大力发展各类社会组织提高公民的参与性，进一步加强社区组织的建设与管理，有助于增强社会治理管理模式中"社会"的作用。建立良好的沟通渠道促进社会管理主体间的良好互动，促进社会协同，可以真正实现社会管理的有效性。

Abstract: In the social management of frontier ethnic regions,the government’s leading position should not be questioned either in concept or in practice.However,it is important to develop various types of social organization to provide opportunities for citizen participation and to strengthen the construction and management of community organizations,because this is favorable to enhance the role of the "society" in the administration model of social governance.To promote social interactions positively between the multiple body of administration and social collaboration,it is beneficial to establish good communication channels,for it can really achieve effectiveness in social administration.
