内容摘要： 民族和谐发展是民族团结进步的一项重要的社会指标。民族和谐建构在民族文化差异基础上，离开了文化差异，和谐本身就不存在。同样，没有和谐社会这一思想前提，民族文化差异则只能生成社会的混乱，也只会阻碍民族社会文化的发展。从民族文化差异到民族和谐发展，是一个复杂的社会互动过程，其间最为关键的是情感与理性的调节，惟其如此，文化差异才有可能促进民族和谐，也才会有可能促进民族发展。

Abstract:  The national harmonious development is one of the most important social indicators in the ethnic unity and progress. The national harmony based on the national eulture difference,Without the cultural differences, the harmony itself does not exist. Similarly, without the ideas of harmonious society, the cultural differences can only generate social confusion and hinder the development of national culture. From the national cultural differences to the national harmonious development,this is a complex social interaction process, during which the key is the emotional and rational adjustment. As such, cultural differences can promote national harmony and the development of ethnic groups.
