内容摘要： 国家民委提出扶助人口较少民族政策十余年来，取得了巨大的成就，其成果主要体现在经济建设方面，文化建设工作也日益得到重视。在社会转型时期，人口较少民族传统宗教有世俗化、市场化的发展趋向，主要表现在信仰观念的变迁与意义转换上，其社会职能和文化价值应受到充分重视和传承保护，传统宗教文化中蕴藏的丰富人文资源，能够为民族地区文化建设发挥积极的作用。

Abstract: Great achievements have made since the State Ethnic Affairs Commission implemented Support Ethnic Groups with Small Populations Policy 10 years ago, which pays attention to economic construction and culture construction. In the social transformation time, the traditional religions of ethnic groups with small populations are becoming more and more secular and commercial. Belief changes and its social functions and culture values have been protected and inherited. To promote cultural construction in ethnic minority area, it is a must to develop traditional religious culture rich in cultural resources.
