内容摘要： 本文引用大量史料，对清朝在惠水地区八番土司的治理措施进行了介绍，并从其建置沿革、职官设置、土司承袭、奖惩、朝贡等方面作出详尽分析说明，从而揭示了清代土司制度的逐步式微的历史进程。

Abstract: Based on documents, this paper introduces the ruling measures of the Tusi system of eight clans in Huishui County in the Qing Dynasty, and shows how this local tribal ruling system was perfected in the Qing Dynasty from such perspectives as development of the ruling system, establishment of officialdom, inheritance of Tusi, rewards and penalties and tributes.
