内容摘要： 杨增新署理河州知州时期，是其民族宗教思想形成的重要阶段。河州地区的民族宗教情况，为其后来治理新疆奠定了基础，而在河州形成的民族宗教政策，则成为其民族宗教政策体系的一个重要来源。

Abstract: The period of governing Hezhou was an important experience for Yang Zengxin to form many of his ideas about the nationality and the religion． The nationality and the religion in Henzhou laid a substantial foundation for his governing Xinjiang later，and the ideas about the nationality and the religion formed in Hezhou became an important origin of his nationality and religion policy．
